The angle brackets [U:2770] and [U:2771] are used as mathematical symbols: to denote the scalar product, quantum vectors, matrix elements, averages. In philology, such brackets can be seen in the description of graphemes letters, hieroglyphs, ideograms.
Despite the definite purpose, angle brackets may often be used as dingbats text decorations. Such graphical icons may draw a lot of attention to a nickname or some important piece of text in an advertising creative. Plus, you can easily make a beautiful and extraordinary ornament using these symbols.
Heavy Left Angle Bracket is considered to be the opening one, whereas usually combined with the Right Angle Bracket [U:2771].
