The angle brackets [U:2770] and [U:2771] are used as mathematical symbols: to denote the scalar product, quantum vectors, matrix elements, averages. In philology, such brackets can be seen in the description of graphemes – letters, hieroglyphs, ideograms.

Despite the definite purpose, angle brackets may often be used as dingbats – text decorations.
